I have the honour to acknowledge the receipt of your lotter, No: 15745 1911, of the 25th Bay, and to express my extrede regret for having allowed it to remain unanswered for so long. The delay was unavoidable, being due to the fact that none of my papers have been available, being stored away in my heavy luggage, until I was able to get a house.

2. I now find that I have not unfortunately, a copy of

my letter, referred to by you, of the 11th November last, with me, while I am precluded, by the Regulations, from having any copy of the correspondence associated therewith. But, to the best of my recollection, that letter was written in reply to one which, while calling upon me for a report upon the circumstances attending the absconding of one of the Chinese employees of the Harbour Department, with certain Government monies in his possession, did not prefer any charges against re, personally; and from that date, until now, no such charges have been brought to my notice.
